Center for the Study of Extraterrestrial Intelligence, 1990

Dr. Steven Greer created the Center for the Study of Extraterrestrial Intelligence (CSETI) to investigate extraterrestrial intelligence (ETI). It operates on the belief that ETI only has peaceful and non-hostile intentions. He ensures that CSETI approaches ETI study with openness and in a respectful, non-confrontational, and non-adversarial manner.

The research organization also takes measures to promote the public’s awareness and education of ETI, such as providing resources for individuals interested in doing their own investigations. One particular “resource” stands out, and that’s the CE-5 Initiative.

The CE-5 Initiative

Dr. Greer started the CE-5 Initiative to help humankind peacefully connect and get along with the ETI that may come to Earth.

He uses “CE-5” because the term describes a type of close encounter in which humans and ETI try to make contact with each other; CE types 1–4 are one-sided and usually initiated by the ETI.

So, CSETI places efforts to train teams of investigators to go to places with active UFO activities or try to call UFOs to a particular spot so they can make contact with them.

Disclosure Project, 1993

The Disclosure Project is probably Dr. Greer’s most significant undertaking to date—he became known as the Father of the Disclosure Movement because of it.

The project aims to disclose the government’s alleged knowledge of ETI and the UFO phenomenon, as the public has the right to know about these. 

It reached its culmination when Dr. Greer organized a press conference at the National Press Club on May 9, 2001. He explained how the Disclosure Project began and the good implications of disclosing UFO/UAP-related information for everyone.

He also shared that the project has collected the accounts of government and military officials willing to come forward and share what they know. In fact, many of these witnesses had come on stage with him in this press conference.

This event garnered substantial media attention and remains a pivotal moment in the history of UFO disclosure.

Dr. Steven Greer had co-produced and filmed documentaries that set the UFO/UAP community abuzz and the general public curious.

Sirius: It’s Time for You to Know, 2013

Said to be the highest-raised crowdfunded documentary, the film sets out to expose these “truths”⁴:

• Extraterrestrial civilizations have visited Earth—they’re not malicious but are concerned for our future.
• The “power of a centralized petrodollar-oil-gas-coil system” has kept what it learned from the extraterrestrials a secret because its knowledge “can liberate the world,” freeing us from our current dependence on this group.

Unacknowledged: An Exposé of the World’s Greatest Secret, 2017

The film features government whistleblowers confessing what they had seen and known about the UFO phenomenon. Bottom line: we’re not alone; extraterrestrials exist.

It also claims that a “false flag operation” is being done, where the government and the media work together to conduct public misinformation to reinforce UFO secrecy.

Close Encounters of the Fifth Kind: Contact Has Begun, 2020

The film claims that visits from extraterrestrial civilizations are a given, and people have made face-to-face contact with them. 

The audience is also introduced to the CE-5 protocols, a method Dr. Greer developed that aims to build the foundation for our relationship with the extraterrestrials. This protocol was created because he believes that extraterrestrials respond to human-initiated contact. Said contact will “manifest when the consciousness of the humans conducting the CE-5 protocols resonates at the correct frequency.”

The Cosmic Hoax: An Exposé, 2021

The film is Dr. Greer’s response to the disinformation measures the government and the media have taken regarding UFOs/UAPs. 

The hoaxes, which are made under the guise of national security, that he debunks in the film include:

• The recent, carefully measured UFO/UAP disclosures. He believes this action is made to make the government credible to the public while concealing the full extent of UFO/UAP information.
• We’re facing an extraterrestrial threat, which Wernher von Braun, a former Nazi scientist, forewarned. As someone who advocates that extraterrestrials are “amazingly compassionate,” he said that it’s a fabricated scenario that would allow authorities to maintain their power, control, and grip over the populace.

Contact: The CE-5 Experience, 2023

The film is the sequel to Dr. Greer’s 2020 documentary, Close Encounters of the Fifth Kind: Contact Has Begun. It can also be seen as Filmmaker Serena Dc’s love letter to share her belief in and experience with CE-5 protocols.

Overall, the film takes the audience deeper into the CE-5 protocols by showing us how to have close encounters of the fifth kind. It also shares the videos and photos the group took during their cross-country CE-5 expeditions, claiming to be UFO sightings and close encounters.

The Lost Century and How to Reclaim It, 2023

In the film, Dr. Greer alleges that the 100-year-old UFO secrecy has stagnated humankind’s technological, cultural, and even spiritual development. A shadowy government is confiscating and concealing extraterrestrial technology that could help our development—one example is the zero-point energy field. 

He claims that if we harness the zero-point energy field (converting it to electricity or propulsion), it can potentially fulfill the Earth’s energy needs without pollution or radiation. However, it’s been obstructed because the group within the centralized power would lose trillions of dollars and destabilize their business position.

His Controversies and Criticisms

Dr. Steven Greer isn’t without controversies and criticisms. People have a problem with him because of:

• His methods and claims lack scientific rigor. The supposed CE-5 encounters alone raise questions about the authenticity of the experiencers’ claims, especially considering that Dr. Greer (and the film team) doesn’t provide case-specific evidence to back these claims.
• His “profiteering” ways. The community has issues with the way he goes about inviting people to his projects. For example, one has to pay to use the CE-5 app he developed or a tuition fee to go on a CE-5 expedition with him.
